Low end system needs best graphics card?
A low end system will be running what? Apps, Office, Solitaire, Media Player?
Any built in card will do that, but if you're planning on running any kind of game which I suspect is the reason you're asking the question, then maybe built in is not the way to go.

If she wants to play Sims 2, you'll want the best video card you can get then... and processor.. and more... :-/
Actually in all reality it isn't anywhere near as expensive as it used to be to make a real butt kicking PC!
You dont need that $500 high end video card, you can get the budget version of that card that is at least $300 cheaper and gets maybe 5 less fps..
The PC items to splurge on for a decent PC are: Motherboard, CPU, and Video card..
Everything else you may even be able to get older hardware for it and finish it off.. Even a monitor..
I know Shane complains about people buying crazy expensive video cards but think about this: for the same price as a premium Xbox 360 you can have a premium PC, which is way more valuable, and can still even play the 360's best games and more..

Thanks for the help the reason I ask which chipset is better because I found two motherboards and they cost about the same. I just want to get the better one. The system has to be under 350 so that's why i'm going for the integrated video. It's for my sister she will not be gaming on it maybe sims 2. Both of the boards i've narrowed down do have a pci-e slot in case there was a need to upgrade.

I just built my parents a machine that is using the x200 chipset and it works great. It was able to do the OpenGL screensavers and the Direct3D ones with no issues at all. Plus the machine is whisper quiet. I can post the whole config I used if you want.
Sims 2 is, compared to the first, a real system hog and that's even worse with the expansions..
I tried to install it on my stepmom's emachine downstairs..
Even with an old Radeon card in there, FORGET IT...

I didn't know sims 2 was such a system hog I guess my sister will be stuck with sims 1
Here's the funny thing.. Sims 2 can actually run better than Sims 1!!!
