There is a special wad installer for that wad, I believe.

Yeah I was using the cIOS installer and chose WAD installation. Thats what gave me the error.
EDIT: I got it fixed after hours of googling thanks for the help anyway though.

Having the same issue here. I have a virgin 4.1 with only the homebrew loaded. Can't load any update the Cios038 for the USB Loader GX. Looked through Google. Tons of posts. Sounds like something with Trucha Bug Restorer. Since I've already bricked one Wii, I'm kind of shy about doing it to another.
How did you get past this 2011 error?
If I remember correctly I used the wii soft modding guide that was linked to on another thread here. Check another one of the threads here for the virgin wii softmod tutorial. Sorry I can't be too specific.
Here you go .. the brain dead easy version:

That did the trick.... Thanks.
One final question, if I may. I bricked my other Wii by updating it with the wrong firmware. Only get a black screen. That Wii has a Wiiclip. I should've only effected the main Wii correct? I should be able to swap the entire dvd drive from the bricked Wii to my new Wii without problems right? I figured it might be simpler to just replace the drives then try to disconnect the wiiclip and hope I don't have any cut pins or the chip covered up.
Am I right on this one?
Yeah, that won't have affected the drive.
Didn't you install BootMii on there? If so, you should always be able to recover the firmware.
