Getting the correct aspect ratio

I'm trying to encode a video file which is 640 x 272 pixels, which basically puts it in a 2.35:1 aspect ratio. The problem is the movie is supposed to be in 1.85:1 and the picture is looking squashed. I fiddled with TMPGEnc's aspect ratio setting but am pretty stumped. Would anyone mind giving me some pointers on how to resize it to 1.85:1?

in TMPGEnc, click on "clip frame", then click on "arrange setting". then, click on the button that's next to "arrange method" and then select "center (custom size)" after that, you can adjust the pixels (video size) to your liking.
