I used to make and configure my windows bootscreens manually, but I'm too lazy now and I found a neat tool to do it with.
Here is a link to some neat freeware that makes it easy to configure your Windows XP boot screen.

With Bootskin, its easy to modify your startup skin.
Look at the sweet one I found that may bring back some retro goodness for you.
The C64 screen should be the first one in the search list.

Just open the bootskin file to import it into bootskin, select, and you're do ne.
